MS4 / Stormwater
The MS4 Issues Stormwater Work Group was formed in 2012 to create an open forum to discuss stormwater-related permit issues.
The MS4 Workgroup meets quarterly to examine MS4 permit topic of interest and explore:
Intent of the topic as it relates to permit requirements
Current requirements
Potential issues, challenges, and impacts
Opportunities for improvement
Identification of follow-up actions that may support clearer, more effective permits
In addition, the Colorado Department of Public Health and Environment (CDPHE) Water Quality Control Division (WQCD) staff present permit and regulatory updates, information on current issues or regulations, and discussion topics of interest.
The intent of this forum is to support collaboration between WQCD staff and stakeholders to develop a shared understanding of MS4 issues and exchange knowledge in a way that results in future permits and stormwater regulations that meet regulatory intent while maximizing existing MS4 resources.
Past discussion topics include Construction Stormwater Management Program (SWMP) review requirements and post-construction operations and maintenance (O&M) inspection requirements. The first topic addressed by the Work Group was the roadway reconstruction memorandum prepared by CDPHE and issued on January 20, 2012. This memorandum halted enforcement related to roadway reconstruction until further dialogue could occur through the MS4 Work Group.
